Harbor Beach Streets & Lots: The Islands and the Beach Side Compared
By Glen Primak, GLEN PRIMAK GROUP · Updated
Where Harbor Beach begins and ends
This guide follows the City of Fort Lauderdale’s neighborhood-association map, which outlines the Harbor Beach Homeowners Association area. On that map, Harbor Beach lies north of SE 17th Street (the 17th Street Causeway), between the Intracoastal Waterway on the west and the Atlantic on the east, from Isla Bahia on the Intracoastal to the oceanfront lots on S Ocean Dr.
Not included here, because the City’s map shows them outside the association area:
- Harbor Dr, which has its own Harbor Drive Association.
- The Holiday Dr hotel and resort strip.
- Breakwater Surf Club and the Harbour Isles and Harbour Inlet areas.
The Harbor Beach Surf Club is a private beach club, not a separate neighborhood, and it has its own membership rules. Membership in the Harbor Beach Homeowners Association is voluntary, per Glen Primak, local agent.
The streets
Figures are from the Broward County Property Appraiser (BCPA) for the tax folios behind the City’s address points in the association area, as of October 24, 2026. Several streets are shared with neighboring areas, so only the addresses inside the association line are counted.

“Homes” counts single-family parcels, including 10 recorded with a guest house. Sylvan Ln and Haskins Ave each have one home, and the two Harbor Beach Pkwy parcels are vacant residential land. The other parcels are road right-of-way, submerged land, common areas, a parking lot and a church site on Mayan Dr. Nine folios in the area had no BCPA parcel record on the pull date and are not counted.
How the two sides differ
- The beach side is older. Seabreeze Blvd and S Ocean Dr, platted in the 1940s, have a median single-family year built of 1951. Lots on the east side of S Ocean Dr are on the ocean side of the road; confirm whether a given lot is oceanfront, and where the Coastal Construction Control Line falls on it, with a survey.
- The islands are newer and larger. Del Lago Dr, Mercedes Dr, Isla Bahia Dr and Harborage Isle Dr have median years built of 1999 to 2003, and median living areas of about 6,000 to 9,000 sq ft in the county records.
- Water differs by street. Isla Bahia faces the Intracoastal; the other islands sit on canals and Lake Sylvia; E Lake Dr runs along Lake Sylvia. See the boating guide →
Individual lots vary widely; frontage, depth, water and orientation matter more than medians. See the market snapshot →
Zoning, flood zone and storm planning
- Zoning: BCPA lists RS-4.4, a low-density City of Fort Lauderdale single-family district, for 359 of the 368 parcels. The others are a few community-facility, park, water and right-of-way parcels. Confirm setbacks, height and lot-coverage rules for a specific lot with the City.
- Flood zone: the City’s address-point data places every address in the area in FEMA zone AE, a Special Flood Hazard Area where flood insurance is required for federally backed mortgages; about half the points also touch zone X, and one beach-side point touches zone VE. Base flood elevations are mostly 6 to 7 feet NAVD88. Check the effective FEMA map and an elevation certificate for each house.
- Hurricane evacuation: the City’s GIS places nearly all of Harbor Beach in evacuation zone A. Broward County issues the actual evacuation orders, so confirm a specific address on the County’s current evacuation-zone map.
- Historic district: none; the City’s GIS shows no designated historic district in the area.
- Seawalls: City rules on seawall height and docks apply to every waterfront lot. See dock and seawall rules →
Utilities
The City of Fort Lauderdale’s Undergrounding Overhead Utilities page lists Harbor Beach among neighborhoods whose applications have been received, as of October 24, 2026. Under the City’s process, a project needs two owner ballots, and costs are repaid through a special assessment on the tax bill. Ask the City or the association for the current status and any estimated assessment.
What to check before buying a homesite
- Water: canal or lake width at the dock, depth at mean low water along the route to the Intracoastal, and turning room.
- Survey and elevation: the lot’s finished-floor and seawall elevations against FEMA and the City’s tidal barrier rules; for oceanfront lots, the Coastal Construction Control Line.
- Permits: open or expired building, dock and seawall permits on file with the City.
- Tax bill: current millage and any special assessments.
- Association: current dues, security services and any proposed covenants. See the FAQ →
Glen can pull the recorded permits and order surveys as part of a showing. Ask about a specific lot →
